Duties and Responsibilities
The Deputy Director, Human Resource Management will report to the Director, Corporate Services and will be responsible for:
- Executing the organization’s Human Resource Plan
- Designing and coordinating staff training and development programs
- Managing and updating the human resource information database
- Developing and reviewing HR policies, tools, and guidelines
- Implementing recommendations from internal and external audits
- Preparing and overseeing staff training plans and projections
- Supervising payroll administration and statutory deductions
- Managing disciplinary processes and ensuring compliance
- Coordinating employee welfare and team-building initiatives
- Supporting performance target setting and review processes
- Processing staff travel clearances
- Providing secretariat support to the Human Resource Management Committee
- Preparing and submitting statutory returns
- Managing HR risks and maintaining the HR risk register
- Administering employee benefits and compensation
- Implementing decisions arising from HR Committee disciplinary cases

Requirements / Qualifications
Applicants must meet the following criteria:
- At least fifteen (15) years of relevant work experience, with three (3) years served as Assistant Director, Human Resource Management or in a comparable role
- Bachelor’s degree in Human Resource Management
OR
- Bachelor’s degree in Economics, Sociology, Business Administration, Public Administration, Commerce or related field plus a Postgraduate Diploma in Human Resource Management/Development from a recognized institution
- Master’s degree in Human Resource Management, Public Administration, Business Administration, Business Management or related field
- Membership in the Institute of Human Resource Management (IHRM) or another recognized professional body (in good standing)
- Certified Human Resource Professional qualification or equivalent
- Leadership course certificate lasting at least four (4) weeks from a recognized institution
- Proficiency in computer applications
- Proven track record of strong performance and leadership
