Duties and Responsibilities
The Tupande MEL Manager will oversee all Monitoring, Evaluation, and Learning activities within the Kenya program. This role combines strategy, leadership, data analysis, and stakeholder engagement to ensure high-quality impact measurement.
MEL Strategy and Implementation
- Lead the design and execution of MEL strategies across the Tupande program
- Develop evaluation frameworks, including theory of change and study designs
- Ensure all MEL activities meet required standards and organizational guidelines
- Oversee implementation of MEL projects and ensure timely delivery
- Continuously improve systems for data collection, monitoring, and reporting
Impact Evaluation and Research
- Design and manage impact evaluations and research studies
- Develop data collection tools and methodologies
- Ensure accurate measurement of program outcomes and impact
- Present findings in a clear and actionable manner to stakeholders
- Promote the use of evaluation results in decision-making processes
Data Quality and Systems Management
- Establish and maintain systems that ensure high-quality data

- Provide technical support for grant-related MEL requirements

Requirements / Qualifications
Essential Qualifications
- Bachelor’s degree in a relevant field such as economics, statistics, or related disciplines
- At least 5 years of experience in monitoring, evaluation, or data analysis
- Strong experience designing and implementing evaluations and managing large datasets
- Knowledge of experimental and quasi-experimental evaluation methods
- Strong analytical skills, including use of statistical techniques such as:
- Propensity score matching
- Difference-in-differences
- Regression discontinuity
- Experience using statistical software such as Stata or R
- Strong project management skills with ability to handle multiple complex projects
- Excellent written and verbal communication skills
- Proven leadership experience, including managing teams
- Fluency in English

- Master’s degree in a related field
- Experience working in development programs or similar environments
- Strong stakeholder management and relationship-building skills
- Knowledge of Swahili is an added advantage
