Job Summary
The United Nations Environment Programme (UNEP) is seeking a qualified E-mobility Project Preparation Consultant to support the development of a major climate mitigation project. Duties and Responsibilities
The consultant will play a key role in preparing project documentation and coordinating stakeholder engagement. Key responsibilities include:
- Develop a detailed project preparation strategy, including methodology and timelines
- Prepare a structured project concept document outlining components, outputs, and expected results
- Design project frameworks such as the Theory of Change, logical framework, and results framework
- Coordinate closely with UNEP teams to align project objectives with GEF standards
- Organize and facilitate stakeholder consultation workshops to gather input and feedback
- Produce comprehensive reports summarizing workshop outcomes and recommendations
- Draft the CEO Endorsement Document, including all required annexes and supporting materials
- Prepare budgets, procurement plans, and work plans using approved templates
- Lead stakeholder validation workshops and prepare final validation reports
- Coordinate co-financing discussions and secure commitment letters from partners
- Finalize and submit the complete CEO Endorsement package for review and approval
- Address feedback from UNEP and GEF reviewers and update documents accordingly
- Monitor progress and report any risks or delays in project preparation

Requirements / Qualifications
To be considered for this position, applicants must meet the following criteria:
- Advanced university degree (Master’s or equivalent) in urban planning, electrical engineering, environmental science, or a related field
- A first degree combined with two additional years of relevant experience may be accepted
- Minimum of five (5) years of professional experience in policy development related to:
- Transport or sustainable mobility
- Renewable energy
- Environmental or development sectors
- Proven experience working on GEF or UNEP-related projects
- Strong background in drafting project proposals and reviewing technical documents
- Experience handling project budgets, work plans, and financial reports
- Familiarity with multilateral or bilateral funding organizations is an added advantage
- Excellent written and spoken English skills (mandatory)
Salary & Benefits (Estimated Range)
This is a consultancy position, and compensation is typically based on experience and UN consultancy rates.
