About ITLOS
The Third United Nations Conference on the Law of the Sea mandated the creation of the International Tribunal for the Law of the Sea (ITLOS), an international body. The United Nations Convention on the Law of the Sea, which was signed on December 10, 1982, at Montego Bay, Jamaica, established it.
On November 16, 1994, the Convention came into effect, creating a global legal framework governing all of ocean space, including its resources and uses. One of the four dispute resolution procedures mentioned in UNCLOS Article 287 is the ITLOS. Despite being created by a United Nations agreement, the Tribunal is not a recognized “organ” of the UN.
Nevertheless, the Tribunal continues to have strong ties to the UN, and in 1997 the two organizations signed an Agreement on Cooperation and Relationship between the UN and the International Tribunal for the Law of the Sea, which creates a framework for collaboration between them.
