About UPU
A specialized UN organization, the Universal Postal Union (UPU; French: Union postale universelle) arranges postal policies among its member states and promotes a standard global postal system. Its headquarters are in Bern, Switzerland, and it has 192 member nations.
The UPU is one of the oldest intergovernmental organizations still in existence, having been founded as the General Postal Union in 1874. Through the establishment of a common postal tariff and equitable treatment for both domestic and foreign mail, it aimed to standardize the delivery of international mail. In 1878, the organization changed its name to its current one. Prior to 1948, when it was included into the UN, it ran on its own.
The Congress, the Council of Administration (CA), the Postal Operations Council (POC), and the International Bureau (IB) are the four bodies that make up the UPU. In addition, it is in charge of the cooperatives for telematics and express mail service (EMS), which offer international express mail delivery. Each member state consents to the same terms for performing international postal obligations in accordance with the UPU’s mandate.
